Local sheriff is elected from 'one of us'. The sheriffs drafts
from us deputies to address crime and problems as they arise.
No professional police force was envisioned in the construct of the
U.S.
The system is flawed in that the 'cell never splits on growth'.
The problem is that as Counties grew they never split into manageable
sized Counties. Soon the function of the sheriff became such a
large on that it mandated a full time sheriff and deputies, however,
more critically, the very construct of "we the people" is lost when the
County grows beyond a manageable size. It becomes impossible for
people or the sheriff to know who's who. To fix the problem, a
maximum County size must be established, probably no more than 400
people (similar to China's number of people per representative - perhaps
the Swiss cantons can also teach us something here). under
